Directs, coordinates, and exercises functional authority for planning, organizing, control, integration and completion of engineering projects within area of assigned responsibility. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Plans and formulates engineering program and organizes project staff according to requirements. Assigns project personnel to specific phases or aspects of project. Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems.  Responsible for managing all the activities for the Integrated Air & Missile Defense (IAMD) Localization  program across all contracts and drive execution to ensure mission success of key customer milestones. 
This role requires attention to detail, ability to work in data-driven, fast-paced environment, and demonstrated ability to influence others, particularly across functional boundaries. Ability to travel internationally.
Tasks to be Performed in Detail: 
-Lead recruitment, selection, training, and performance recognition for IAMD Localization personnel.
-Direct, Coordinate, and exercise functional authority for planning, organizing, control, integration, and completion of engineering projects between key stakeholder’s, business plans, and  integrated master schedule.
-Conduct Initial Baseline Reviews, and coordinate Baseline Change Requests with each function to ensure timely submittal.
-Participate in the transfer of technology program and license Technical Assistance Agreements of the contract. 
-Status and maintain a program plan, management of expenditures, reconciling to the Earned Value Management Plan, leading a team through key reviews and maturity gates, and tracking of metrics and business rhythms to ensure flawless execution. 
-Coordinate risk mitigation activities across the open program issues by providing program leadership to the responsible Integrated Product Teams (IPTs). 
-May interface directly with the foreign customer and suppliers, other contributing organizations, and LM-Space Business Area on a regular basis and United States Government (USG) THAAD and PAC-3 Organizations when required. 
-Ensure product acceptance, delivery, and compliance with contractual and internal standards.
This role will have significant visibility and moderate travel requirements. Excellent interpersonal skills, strong communication skills, and the ability to build teams are required to be successful in this role.

- Strong organization and time management skills, attention to detail, and ability to multi-task high priorities.
- Exceptional teambuilding skills; Demonstrated coordination and cross-functional collaboration experience.
- Strong technical and logistical background in field support / depot operations skills required to be able to identify and implement new and existing regional service support strategies to increase performance to our customers.
- The ability to interface with internal disciplines to jointly solve difficult regional technical issues related to the PAC-3 missile and Ground Support equipment.
- The ability to interface with multi–disciplined Program / Customer teams to achieve Program Mission Success at the direction of the Program and Depot Operations Manager.
- Ability to professionally communicate both orally and in writing, clearly, concisely, and with technical accuracy.
- Problem solving and troubleshooting skills with the ability to exercise mature judgment.
- Demonstrated experience in Sustainment / Logistics Development in a Post-Production Environment.
- 5-10 Years of Product Support experience with a strong track record of driving program performance.
- Demonstrated experience in most of Life cycle of Commodity Depot Activation (From Training to Activation to Sustainment Phase).
- Experienced in working closely with International Trade Compliance and understanding export rules and regulations.
- Ability to travel internationally.
- Must have an active Secret security clearance.

- Experienced in international direct commercial sales and foreign military sales.
- Experience with Sustainment programs for Launchers / Weapons Systems. 
- Ability to develop enduring customer relationships with both the US and foreign customers.
- IAMD LSE and Design for Sustainment Project Experience.
- Strong understanding of DOD contracting including FFP, CPFF, CPIF, Hybrid and other contract types.
- Earned Value Management Systems (EVMS) and Control Account Manager (CAM) Experience. 
- Experienced in transferring technology under a Technology Assistance Agreement License. 
- Green Belt Certified to facilitate Sustainment Affordability Initiatives.
