Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Position Summary
The Deputy Program Manager will support the establishment and five-year execution of the UAE Cybersecurity Center of Excellence (CoE), a national-scale initiative designed to advance cyber resilience, workforce development, research, innovation, and sovereign cybersecurity capability across the United Arab Emirates.
Working in close partnership with the Senior Program Manager, the Deputy Program Manager will help lead the CoE's integrated Strategy, Operations, and Capacity Building function. The role will translate strategic objectives established by Lockheed Martin, the UAE Cyber Security Council, Tawazun, Data7, and other stakeholders into executable program plans. The successful candidate will support the PM in coordinating delivery across the CoE's major pillars: National Security and Readiness, the UAE Cyber Academy, the Learning Experience Platform, the Industry and Society Platform, Innovation and Technology, and central CoE operations.
This position requires a leader who combines disciplined program execution with substantial cybersecurity and systems-engineering credibility. The Deputy Program Manager must be able to lead multidisciplinary teams, engage senior government and industry stakeholders, assess technical and programmatic risk, and connect cyber strategy to measurable operational outcomes. The role will be central to the CoE's build-operate-transfer model and the development of sustainable, UAE-led capabilities.
Basic Qualifications
- Bachelor's degree in cybersecurity, computer science, information systems, engineering, business administration, program management, or a related discipline.
- 15 or more years of progressive experience in cybersecurity, information assurance, systems engineering, technical program management, or a closely related field.
- Demonstrated leadership of complex cybersecurity or high-assurance technology efforts supporting defense, intelligence, government, critical infrastructure, or similarly regulated environments.
- Experience leading multidisciplinary teams and coordinating technical, programmatic, and business stakeholders across organizational boundaries.
- Demonstrated ability to convert strategic objectives and customer requirements into executable plans, technical roadmaps, measurable milestones, and sustained delivery.
- Experience managing or supporting program cost, schedule, risk, opportunity, staffing, technical performance, and executive reporting.
- Working knowledge of cybersecurity risk-management and compliance practices, including experience with assessment and authorization, security controls, vulnerability management, technical risk assessment, or cyber-resilience evaluation.
- Ability to evaluate technical approaches and communicate cybersecurity risk, architecture, and operational considerations to both technical teams and senior nontechnical leaders.
- Experience developing and presenting executive briefings, status reports, decision packages, proposals, or technical volumes for senior government or corporate stakeholders.
- Record of building collaborative relationships with customers, program leaders, engineers, subcontractors, and external partners.
- Demonstrated judgment in identifying systemic risks, prioritizing competing demands, resolving complex issues, and escalating decisions appropriately.
- Strong written and verbal communication, facilitation, negotiation, mentoring, and organizational skills.
- Ability and willingness to work on-site in Abu Dhabi and travel internationally as program needs require.
- Ability to satisfy applicable company, customer, export-control, security, visa, and residency requirements.

Desired Skills
- Master's degree in business, organizational security management, cybersecurity, systems engineering, or a related field.
- 20 or more years of progressively responsible cybersecurity and technology leadership experience.
- Prior experience serving as a technical director, chief cyber architect, solution architect, cybersecurity program lead, control account manager, or deputy program leader.
- Experience leading cybersecurity activities on large, complex programs or across a portfolio of programs, including programs with significant contract value and executive visibility.
- Experience with acquisition, systems-engineering, or lifecycle reviews, including SRR, PDR, CDR, TRR, requirements traceability, CDRLs, and formal certification processes.
- Experience leading Risk Management Framework activities and supporting Authorization to Operate decisions in high-assurance environments.
- Experience with cyber maturity models, cybersecurity scorecards, performance measures, dashboards, audit frameworks, or enterprise risk and assurance mapping.
- Experience with internal research and development portfolios, technology roadmaps, innovation programs, prototype development, or transition of research into operational capability.
- Experience managing technical budgets, earned value, control accounts, audit plans, or resource-constrained portfolios.
- Technical breadth in one or more of the following: secure systems architecture, cyber resilience, digital forensics, malware analysis, threat intelligence, incident response, penetration testing, IoT, operational technology, or ICS/SCADA security.
- Experience conducting independent technical reviews, cyber tabletop exercises, risk assessments, audits, or technical assurance activities.
- Experience supporting captures, proposals, solution development, customer demonstrations, or on-contract growth.
- Experience recruiting, mentoring, training, or developing cybersecurity professionals and technical leaders.
- Experience building communities of practice, coordinating industry events, or supporting STEM and workforce-development initiatives.
- Prior Lockheed Martin experience and familiarity with Lockheed Martin engineering, program, cyber-resilience, or business processes.
- Active or recently active U.S. Government Top Secret/SCI clearance with polygraph, where relevant to assigned duties.
- Relevant certifications such as CISSP, CRISC, GCIH, GCFE, GPEN, GREM, PMP, ITIL, Lean Six Sigma, or comparable credentials.
- Demonstrated cultural awareness, adaptability, discretion, and effectiveness in international, multi-organizational environments.
Pay Information
GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role.
- Full-time salary range (GEOZONE 1): $228100.00 - $423700.00
