What is the mission?
Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Leads multifunctional subcontract management teams. Holds procurement delegation and signs supplier agreements and purchase orders within established authority.Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types.Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.
What does this role look like?
This role is specifically for managing subcontracts on the FBM program. Roles and responsibilities include the management of subcontracts to ensure they are meeting their Technical, Schedule, and contractual requirements and cost management. Individual will need to work closely with Technical, Program, Contracts, and Finance leads and will be part of a larger subcontracts management team including SPMs, SCMs, and SCAs.
This role will offer you the following daily challenges:
Manages subordinate teams overseeing subcontractors or critical subcontracted systems for all contract types and programs, ensuring compliance with contractual requirements and company policies. Directs and manages all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Develops sourcing and subcontract program management strategic plans that address overall program capture needs, execution, and risk management. Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, transition to program startup, subcontract management plans, negotiation strategy, cost accountability, program execution, and contract closeout. Makes informed decisions affecting the performance of the subcontractor. Establishes milestone objectives to manage performance to committed schedules and contractual specifications. Leads a cross-functional team, normally composed of engineers, quality, and procurement personnel, to ensure successful subcontract execution and program delivery.
Basic Qualifications

Education & Clearance: Bachelor’s degree (or higher) from an accredited college;

Experience (5+ years in Supply Chain Management):
- Minimum 5+ years professional experience in Supply Chain Management, including Procurement, Subcontract Administration, Subcontract Management, Negotiation, project or program management, and/or Category Management, or a combination thereof.
- Proven experience with negotiations with suppliers to ensure cost and schedule objectives are captured in contractual commitments.
- Demonstrated experience leading Supply Chain subcontracts and sourcing activities in a purchasing/buyer/subcontract administrator/manager capacity.
- Experience leading subcontract management teams.
- Experience managing supplier relationships and cross-functional teams.
- CLEARANCE:
- You will need to be a US Citizen, and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information. Desired Skills
To be effective, ideally, you should also have:
- Education & Experience: Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10+ years of professional experience; or 7 years of professional experience with a related Master’s degree.
- Regulatory Knowledge: Familiarity with Federal Acquisition Regulations (FAR) and various contracting types.
- Contract Expertise: In-depth knowledge of contract types and how to strategically utilize them in diverse program scenarios.
- Critical Thinking & Prioritization: Demonstrated ability to think critically and solve problems while managing and prioritizing multiple tasks and changing deadlines.
- Subcontract Experience: Experience with long-form subcontracts using Lockheed Martin Acquisition Procedures (LMAP).
- Negotiation Skills: Aerospace program negotiation skills and experience.
- Team Environment: Ability to work effectively in a fast-paced team environment and perform well under pressure.
- Presentation Skills: Experienced presenter to Program Management and Customer representatives.
- Motivation & Accountability: Self-motivated with a demonstrated sense of urgency, ownership, and accountability for tasks/assignments.
- Communication: Strong communication skills with the ability to interface with all levels of management.
- Flexibility: Ability to be flexible and adapt to change.
- Complex Problem-Solving: Ability to resolve complex problems in a fast-paced environment.
- Technical Skills: Proficient computer skills, including working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint).

Pay Information
Full-Time Salary Range: $100200.00 - $186200.00

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
