Standard Job Description
This position will lead estimating activities within the F-35 portfolio. Manages the development, planning/scheduling of proposals in accord with estimating policy as well as Federal Acquisition Regulations(FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations. Responsible for coordinating employee recruitment, selection/training, performance assessment, assignments, salary, & recognition/disciplinary actions. Oversees the compilation of cost, schedule, & technical elements in the development of proposals in accord with request for proposal (RFP) specs. Monitors the coordination, collection & accumulation of cost, schedule & performance elements from functional departments. Ensures comprehensive bid/price strategies are aptly shaped, developed, matured & cost methods are appropriate. Manages the development of initiatives to increase profit & cashflow. Directs research & analysis of historical data & development of cost models to support proposals and determine accuracy of functional estimates. Participate in should-cost/pricing reviews with mngmt & customer reps. Member of the contract negotiating team. Represents the estimating organization with other functions & interacts with DCAA/other govt. agencies. Directs & manages process improvements. Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are implemented. Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.
Basic Qualifications
- Experience with developing proposals in accordance with FAR & DFARS within a DOD environment as well as commercial and competitive proposal requests
- Experience in negotiating Prime or Subcontract contracts
- Experience with methods of cost estimating
- Ability to ovtain a security clearance
Desired Skills
- Experience managing staff and prioritizing workloads
- Proposal Estimating and Pricing experience with APTS and ProPricer
- Experience with DCAA and DCMA audits
- Parametric estimating experience
- Working knowledge of accounting practices, indirect cost pools, labor rates, burden structures, and rate build-ups as they relate to government proposal estimating
- Knoweldege of how to apply artificial intelligence to improve efficiency within existing processes
Pay Information
Full-Time Salary Range: $109700.00 - $203700.00

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
