Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontracts in support of development, production and global sustainment for multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. May sign supplier agreements and purchase orders within established authority.

Basic Qualifications

• • Bachelors degree
  • Experience in subcontract or contract administration, preferably in aerospace, defense, or a regulated commercial environment.
  • Direct involvement in drafting, reviewing, and processing subcontract agreements, modifications, and close‑out documents.
  • FAR/DFARS clauses and commercial contract terms.
  • Working knowledge of contract‑management tools (e.g., SAP MM/PM, Oracle Procurement, or similar) and Microsoft Office, especially Excel for tracking and reporting.
  • Ability to perform simple cost/price analysis, identify compliance issues, and maintain accurate subcontract records.

Desired Skills

• Masters Degree
• Degree  in Business, Engineering, Supply Chain, or a related field. 
• Lean Six Sigma Certification
• Experience using contract‑management systems (e.g., SAP MM/PM, Oracle Procurement) and strong Excel skills for tracking and reporting.
• Ability to perform routine cost/price analysis and identify potential compliance issues.
• Solid organizational skills to manage multiple subcontract files and maintain accurate records.
• Effective written and verbal communication for interacting with suppliers, internal teams, and leadership.
• Strong attention to detail and adherence to established processes and policies.
• Experience monitoring subcontract performance against schedule and deliverables.
