The Testbed & Simulation product line is a fast paced, highly dynamic and growing organization of 150 people that play a vital role in providing mission-critical intelligence solutions by optimizing satellite constellations, processing data through its entire life cycle and developing reliable cutting-edge infrastructure for information dissemination across a global network and to 30+ Space programs.
Within these programs, you will participate in the design, development, verification and deployment of complex new software and hardware simulation systems.
The Testbed and Simulation (Tb&S) Software Talent Center is seeking a highly motivated 2nd-line, Engineering Manager to join the team as the Testbed & Simulation Program Manager. In this role, as a leader-of-leaders, you'll and take on technical and project management duties as the leader of programs overseeing the National Security Space (NSS) and Strategic Missile Defense (SMD) projects within Tb&S.
This position reports to the Tb&S Senior Software Engineering Manager and will serve as the functional
manager for up to 40 software, electrical and project engineers, including first line managers.
Duties will include but are not limited to:
• Project lead for SPP efforts
• BoE Development
• Workforce management
• Personnel development
• Collaboration across multiple Tb&S teams
• Effectively communicate and coordinate with Engineering Chief's, Project Leads, Asset Owners and software leads within the Product Line.
• Prepare and deliver regular presentations to program leadership.
• Identify technical, cost, and schedule risks.
• Identify staffing requirements to product team management
• Perform functional manager duties, hire staff, give employee feedback and career development for direct reports
• Develop a cohesive, high performing team
• Foster a collaborative and inclusive work environment to facilitate the exchange of information and creative ideas
Basic Qualifications
- Previous L-Code/Manager Experience
- Ability to lead several teams of multi-function engineers simultaneously for multiple programs
- Experience with Agile methodologies
- Experience with full Software Development Life-cycle
- Full Spectrum Leadership
- Strong problem solving and trouble-shooting skills
- Decision maker with prioritization skills; ability to focus on what drives the most value
- Excellent team orientation with strong interpersonal, communication, and writing skills
Desired Skills
- Experience with Testbed & Simulation Talent Center or Similar products
- Experience with Leading Proposals and Basis of Estimate (BOE) development
- Experience with Embedded Software Development
- Demonstrated and proven ability to support multiple engineering discipline requirements and coordination of employee task assignment, etc. while leading and balancing the needs of the personnel on the team.
- Demonstrated communication/presentation experience.
- Represents the organization with internal and external customers and industry peers at various management levels concerning development, scheduling and staffing products and/or contracts.
- Conducting briefings and participates in technical meetings for internal and external representatives concerning Tb&S objectives.
Pay Information
Full-Time Salary Range: $166900.00 - $309900.00

- Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
- For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
