The Work

Seeking a proven and experienced technical leader to serve as the GWS Deputy Chief Engineer. In this leadership role, you will help lead a large, multidisciplinary engineering organization in close partnership with the industry partner GWS Chief Engineer, GWS program leadership, and GWS product teams to drive engineering execution and ensure GWS achieves technical, cost, schedule, and quality objectives.  The role involves considerable teammate interaction working in a “grey badge environment” with another Industry leader and regular interaction with the government customer (Missile Defense Agency).  You will play a key role in maintaining technical integrity across the program, leading technical reviews and engineering activities, and ensuring engineering rigor and discipline.  The role also includes aligning Research & Development (R&D) investments with the needs of the Lockheed Martin.

 

Accountable for overall engineering technical, cost and schedule performance on a specific program. Provides primary Tech Ops interface with Program Management (PM) Office/Customer for all programmatic items on a specific program.Responsible for identification and closure of technical issues.Meets/Exceeds all technical commitments made to the programs.Tracks Estimated time to Complete/Earned Value Management (ETC/EVM) Metrics to monitor program performance and identify technical or Tech Ops staffing risks, while managing cost/schedule.Ensures requirements baseline in documents, tracked, maintained, and verified.Ensures establishment and tracking of key Technical Performance Measures (TPM).Provides timely and accurate projections of engineering resource requirements.Works with PM to ensure GRID is up to date. Works closely with first and second line functional leaders to identify and secure appropriate staffing, coordinates with the PM office and first line managers on proposed engineering staffing changes prior to changes.Works with PM to ensure organizational standard processes are adapted, approved and followed.Leverages proven processes, lessons learned, and best practices from other parts of business or industry.In concert with the LOB and/or Market Segment Chief Engineer, ensures program plans and technical baselines are consistent with Program Control processes and Modern Engineering Practices.EPM is also responsible for the Chief Architect (CA) roles and responsibilities when the project or market segment does not utilize CAs.Depending on size/complexity of program, EPM role may be filled from Chief Engineer or Centers of Excellence (COE) organization.This classification requires approval from sub senior leadership team (SLT) leader in employee's chain of command.

Basic Qualifications

  • Prior Engineering Leadership position with experience leading execution of complex development programs
  • Demonstrated hands-on experience in systems engineering/architecture, allocation & derivation of requirements, design & development, Integration & Test with a thorough understanding of the entire engineering product life cycle.
  • Exceptional communication skills (verbal, written and presentation) with internal teams, senior leaders, and external customer representatives.
  • Experience interfacing with uniformed military officers and civil servant personnel. Candidate should be comfortable with presenting to the customer and all levels of internal and external senior management.
  • Strong interpersonal skills and an ability to build effective working relationships
  • Demonstrated team player and proven success working with cross-product teams.
  • Prior Missile Defense domain experience, including detailed familiarity with design and integration complexities
  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience.
  • An active Secret Clearance is required for consideration. 

Desired Skills

  • Experience leading technical design and integration for MDS Element program (GMD, THAAD, Aegis BMD, C2BMC, LRDR, SBX, etc.)
  • Experience as a technical director or lead systems engineer for a weapons system development program.
  • Ability to motivate and influence individuals outside his/her organizational boundaries in order to accomplish wider organizational goals. Ability to mentor and influence engineers of all levels.
  • Experience executing in a “grey badge environment” with other industry partners
  • Demonstrated strategic thought leader with proven success as a change agent driving positive changes throughout an organization
  • Experience with model-based engineering programs, including programs using performance modeling.
  • Experience leading technical integration of a new missile within a weapons system.
  • Experience with agile team structures and agile development programs.
  • Prior experience leading definition of IRADs, development and execution of technology roadmaps
  • An Active Top Secret Clearance is preferred. 

Pay Information

Full-Time Salary Range: $158700.00 - $294700.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
