This role will offer you the following daily challenges:

On the Next Generation Interceptor (NGI) Program, Supply Chain is a key driver in providing buy component responsible for approximately 50% of the program hardware development subcontracts totaling three billion dollars of supplier value. The subcontractors we manage are vital in supporting design, build and deployment of the next step forward in national security detecting, tracking and destroying incoming intercontinental ballistic missiles in space before they reach American soil.

 

This Subcontract Program Management (SPM) Manager position on NGI will be a key member of the NGI Subcontracts Leadership Team and will have a team of subcontract administrators and subcontract managers as direct reports. In this role you will have the following daily key responsibilities:

  • Support the NGI Subcontracts Organization in execution of the overall NGI program.
  • Lead and manage a team of Subcontract Administrators (SCA) and Subcontract Managers (SCM) overseeing subcontractors or critical subcontracted systems for all contract types and programs, ensuring compliance with contractual requirements and company policies
  • Monitor and support each Subcontract Management Team (SCMT) as they manage the overall cost, schedule and technical execution of their subcontractor. Each SCMT is expected to actively manage the supplier in delivering solutions on budget and schedule and develop and implement correction actions when necessary.
  • Responsible for providing status reporting as required and support NGI program and Supply Chain business rhythm 
  • Ensuring compliance with all appropriate prime contract flow downs and being responsible for new business requirements, including RFP's to subs, technical evaluations, and Basis of Estimate requirements through negotiations and definitization of the subcontractor
  • Overseeing the negotiation and coordination of additions, deletions, or modifications to subcontracts
  • Engaging in Supply Chain strategy for the overall Strategic and Missile Defense mission area
  • Attracting, developing, and retaining subcontract management talent to continually improve the group's performance
  • Mentoring, coaching, and advising subordinates in their professional development
  • Travel (up to 25%) to the program and subcontractor locations is required.

Basic Qualifications

To be effective, you will need to possess these basic qualifications:

  • Bachelor's degree from an accredited college, or equivalent experience/combined education.
  • 7+ years overall experience, with a minimum of 2 years of experience in a combination of subcontract and/or program management.
  • 2+ years of overall experience in working with large subcontractors.

You will need to be a US Citizen and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information. Please note: No clearance is required to apply, nor prior to start.

Desired Skills

To be effective, ideally, you should also have:

  • 3 years of current experience on large cost plus government programs
  • 2 years of leadership experience
  • Experience with Procured to Pay (P2P) and SC Nav or other SAP procurement platforms
  • Experience with managing all contract types: Cost Plus, Incentive Fee, Firm Fixed Price
  • Proven record of managing and delivering critical, large subcontract products, with focus on complex development subcontracts to deliver on time and within budget
  • Ability to develop strong supplier relationships and positively supplier performance

Pay Information

Full-Time Salary Range: $129000.00 - $239600.00

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
