The Work
Our ACTS/AFSOC programs provide cutting-edge training devices and support customers, ensuring pilots and crews are fully prepared for their missions.

As an IE manager for the ACTS/AFSOC programs with simulation and test focus, the candidate is responsible to manage the team that performs testing and training on Aircrew Training Devices (ATDs) and analyzes and schedules device functional checks and automated and manual testing and supports internal/customer acceptance test events and simulator certification events.

As a key leader and the manager, you will:
•    Translate aircrew subjective inputs into actionable engineering improvements to increase device utilization, author and review test engineering contractual deliverables, update/create regression test procedures minimizing impacts to devices and device software discrepancy resolution, coordinate and perform testing of design requests and discrepancies for customer acceptance, verify system configuration management control, maintain/track all ACTS program test discrepancies, and develop metrics based high quality and compliant proposal estimates.  
•    Enable the performance of a talented, multi-discipline engineering teams comprised of team members with expertise in Systems Engineering, Software Engineering, Hardware Engineering & Integration & Test by setting and clearly communicating organizational vision, expectations, and objectives to develop innovative training and logistics solutions across AFSCO/ACTS programs including product delivery and final close out in a fast-paced environment with a mission first mindset.
•    Partner with Engineering Program Manager (EPM), Government counterparts and cross functional teams in Program Management, Operations, Sourcing and Global Sustainment to execute the life cycle of the program from proposal phase to modifications and sustainment within the cost and schedule.  Promote the continual identification and active management of risks and opportunities.
•    Ensure the integrity of engineering activity by employing both quantitative and qualitative management approaches and compliance with Command Media. 
•    Manage performance of engineering team(s), engage to facilitate corrective actions, as required. 
•    Champion continuous improvement activities and identify opportunities to employ tools and practices that increase team efficiency and quality.
•    Champion the automation of manual processes in the spirit of Digital Transformation and communicate automation strategies that facilitate adoption at all levels within the organization 
•    Actively monitor staffing demand and take action to ensure balanced supply.
•    Organize and facilitate the personal and career development of team members.
Ensure team members are prepared with the training and skills to be successful within their teams.
•    Create and execute organizational training plans to upskill the team to meet business objectives.
•    Provide ongoing feedback to team members and deliver annual performance reviews and salary.
•    Develop and participate in annual salary planning activities.
•    Foster collaboration and cultivate a fun, exciting, and innovative culture that celebrates engineering and our engineers.

Basic Qualifications

- Bachelor’s degree in an engineering/technical discipline or related discipline with 10 or more years of experience
- Experience coaching, mentoring, and developing the critical skills of others
- Experience applying the Vee Process Model to fully develop and integrate a complex system
- Experience in systems engineering, the requirements, design, implementation, and test & acceptance phases of project life cycles

Desired Skills

- Qualified aircrew member with Air Force Special Operations Command (AFSOC) mission experience or experience with C-130J and CV-22 platforms or simulation devices.
- Experience using Model-Based Engineering (MBE) processes, principles and tools, authoring proposals and automating manual, time-consuming tasks
- Experience using DevSecOps Practices inclusive of Agile Product Development leveraging Scrum & Kanban - Experience with program, functional, and process metrics including Earned Value Management (EVM) and Staffing plans.

- Experience working collaboratively with Program Management, Finance and Contracts organizations on both domestic and international contracts
- Experience leading cross-functional, geographically dispersed / virtual teams through change.

- Experience in development and FAA Level D flight simulators and training systems

- Control Account Management (CAM) experience is a plus.

Pay Information

Full-Time Salary Range: $116100.00 - $215700.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
