The Property Analyst Staff (EO Capital and CAIRO) is a strategic member of the Asset Management Enterprise Performance team. The role centers on ensuring regulatory and internal audit compliance, establishing robust reporting frameworks, managing key performance indicators (KPIs), overseeing tool implementation, and driving training and communication alignment across the Enterprise. The incumbent will work closely with senior leadership, business area teams, and key stakeholders to guarantee that property related processes, metrics, and communications are consistent, auditable, and fully aligned with command level objectives.
Responsibilities
Strategic Leadership
•Serve as a primary point of contact for life cycle management of capital assets within Enterprise Operations
•Advise leadership on property related compliance, metrics, and reporting strategy
•Align property performance initiatives with command media and communication directives
Metrics & Reporting
•Define, maintain, and evolve a comprehensive KPI framework that supports enterprise Asset Mgmt goals
•Author and deliver regular performance reports, dashboards, and executive briefings that translate data into actionable recommendations for senior leaders
•Establish standardized reporting calendars, thresholds, and escalation procedures for all critical property metrics
Compliance & Audit Management
•Monitor and interpret evolving regulatory requirements and ensure property processes are compliant
•Conduct periodic compliance reviews and risk assessments, delivering findings and mitigation plans
Tools & Technology
•Champion the adoption, configuration, and lifecycle management of enterprise wide property tools
•Oversee tool integration projects, ensuring seamless alignment with existing systems, data governance policies, and user requirements
Training, Communication, and Stakeholder Enablement
•Develop and deliver comprehensive training programs that embed best practices and reporting standards across business area teams
•Brief command media to synch messaging, expectations, and performance targets between Asset Mgmt and stakeholders
•Act as a liaison between stakeholders to translate technical capabilities into usable business solutions
Performs property control analysis activities to ensure continual accountability of company, government, or associate contractor property in accordance with applicable corporate policy, customer requirements, or government regulations. Manages property accountability as assigned through a system of controls for all outcomes from Acquisition through Disposition. Interacts with customers, federal oversight agencies and internal personnel while investigating, analyzing and resolving regulatory compliance issues. Coordinates and conducts internal and external property assessments and analyzes results as assigned. Develops Basis of Estimates (where appropriate) during the proposal phase and provides support and justification to capture teams during program pursuits. Involved in property related matters, pre and post contract award, to identify risks, unique contractual requirements and support during contract performance and applicable closeout activities. Applies working knowledge and comprehension of Federal Acquisition Regulations (FAR) and supplements, contracts, Standards for the Guiding Principles of Property Management and Cost Accounting Standards (CAS) for property acquisition, use and disposition. Ensures compliance of major business systems and processes required to do business with domestic and international entities. May be responsible for providing guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements.
Basic Qualifications
• Communication: Excellent written and verbal skills; comfortable presenting to various levels of key stakeholders.
• Process Improvement: Proven ability to design, implement and sustain improvement initiatives.
• Travel: Willingness to travel as required.
• Ability to get a Secret clearance
Desired Skills
• Regulatory Expertise: Knowledge of capital lifecycle management, FAR/DFARS property clauses, risk mitigation and compliance enforcement.
• Experience building and maintaining dashboards, KPI scorecards, and risk‑analytics visualizations.
• Proven ability to facilitate cross‑functional initiatives, assist with workshops, and drive consensus among stakeholders
Pay Information
GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role.
- Full-time salary range (GEOZONE 1): $111400.00 - $206800.00
