Our National Security Space team is seeking a highly motivated Program Manager Director. In this dynamic role, you will be responsible for leading an organization that would consist of a broad Position Navigation and Timing (PNT) portfolio.
As a portfolio manager, responsibilities include:
• Overall P&L responsibility of the GPS Control Segment Sustainment II (GCS II) contract including AEP-Modernization, GPS On-orbit Operations and Sustainment contract, and SBAS portfolio contract scope including driving the successful execution of program cost, schedule, technical, and product quality objectives while meeting/exceeding customer expectations
• Leading Program teams across multiple sites both domestic and international
• Building relationships with senior government, customer, and Lockheed Martin Executive leaders
• Seamless collaboration with GPSIII/IIIF Program Managers and collaboration with Navigation Systems Segment leadership ensuring an integrated, effective, and profitable Position Navigation and Timing (PNT) Space Vehicle and Ground enterprise. Drive enterprise road to mission activities for GPS IIIF
• Seamless collaboration and successful execution with Zeta, LM Australia and subcontractors for SouthPAN
• Responsible to balance execution, start-up, and domestic/international growth
• Responsible for driving and enabling PNT/GPS Ground Strategy and Growth, including driving innovation and transformation
• Responsible for leading capture of SBAS Expansion
• Coordinating resources between multiple contracts and operating locations, and building partnerships with the functional organizations, such as Engineering and Technology, Business Development, Business Operations, Contracts, Subcontracts, and Planning to meet contracted commitments
• Achieving 100% mission success and fully utilizing technical resources across the Lockheed Martin Corporation and teammate companies to achieve the Program objectives
• Driving and fostering a culture of inclusiveness, accountability, and openness
• Remain up to date with relevant mission knowledge and have the ability and willingness to develop innovative approaches for satisfying the diverse customer requirements that are technically superior and efficient
• Some international travel will be required.
Candidate will be located near one of our Lockheed Martin Space facilities; with the expectation that the incumbent will spend 50% of their time in Colorado Springs, Colorado.

Directs all phases of programs from inception through completion. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Basic Qualifications
To be effective, you will need to possess these basic qualifications:
• 5+ years of Program Management or equivalent experience managing a complex P&L functional assignment and proven prior experience across complex software development and/or sustainment programs.
• Demonstrated formal leadership experience.
• CAM experience.
• Experience creating streamlined, agile execution plans and delivering high-value solutions.
• Must have the ability to travel extensively.
• You will need to be a US Citizen, and be able to obtain and maintain a US Top Secret SCI clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information. • Possess effective executive-level verbal and written communication skills with experience presenting internally (SSC and LMC executives) and externally (customers)
• Experience managing in both fixed-price and cost-plus environments
• Demonstrated self-motivation with a compelling desire to make a positive impact and the organizational/motivational skills to make it happen
• Proven track record of successfully partnering with engineering and supporting organizations to achieve common objectives, including driving enterprise behaviors and innovation/process improvements.
• Experience developing strategies and relationships and operationalizing them
• Proven ability to examine multiple strategic options and select a course of action and direction for future business requirements
• Possess financial acumen and planning skills,
• Past experience with Position Navigation and Timing (PNT) Mission and/or Products
• Past experience in firm fixed price agile software development programs
• Have prior experience working with operations and sustainment
• Past experience in Subcontract Program Management and Earned Value Management
• Past experience with leading international programs
• Negotiation experience
• Capture experience
• Experience working with a geographically distributed team
• Understand the customer organization and budgets in a fast-paced development environment
• Demonstrate your ability to build Customer confidence and intimacy across multiple Mission Partners, LM Business units and Program Areas
• Proficient in AI prompting as it applies to this position and practice
Pay Information
Full-Time Salary Range: $180000.00 - $325000.00

- For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
