Standard Job Description

Perform contracts management functions across the spectrum of actions associated with providing supplies and services, from capture through proposal, contract award, and all phases of contract administration. Provide business advice and guidance to and coordinate with other functions including program management, finance, legal, subcontracts, business development, engineering, human resources, accounting, and compliance to effectively manage a breadth of responsibilities, including contract solicitations / capture, negotiations, and contract terms, including fulfillment of related obligations. Serve as authorized, empowered representative for the Company as interface with Customer buying representatives responsible for building effective relationships and managing contracts to support business goals and objectives. Coordinate solutions to contractual issues and Customer concerns related to Company performance. Ensure contractual compliance with all laws and regulations, and adherence to Delegation of Authority and approval requirements for proposals and contractual actions. Lead and support audits, as appropriate, with internal and external audit teams and agencies to support contract-related activities and verify compliance. Ensure final contract documents are consistent with agreements reached at negotiations. May plan and participate in training of contract practices within Company. Collect contractual data and compiles reports in response to Corporate and Business Area requests.

 

This role is intended to be a part of the Air Mobility and Maritime Missions (AMMM) International Production and Sustainment portfolio, which supports a variety of direct commercial sale (DCS) and foreign military sale (FMS) Production programs while also supporting all AMMM Sustainment programs within the organization. AMMM consists of supporting the C-130, C-5 and P-3 platforms. The chosen candidate will be responsible for:

Proposal Preparation and Coordination

  • Review and evaluate customer Requests for Proposal (RFP) for new business efforts and/or modifications to existing contract
  • Provide contractual recommendations, conduct risk assessments and create mitigation plans, and propose alternative approaches to contract execution through contract language revisions.
  • Coordinate proposal generation and submission, collaborate with other functional areas to investigate and reconcile significant contract changes that frequently impact cost, schedule, technical specifications, etc.

Contract Management and Negotiations

  • Collaborate with associated functional organizations and customers to ensure conformation with contractual obligations, remain cognizant of potential or existing problem areas, and implement required corrective actions.
  • Develop and apply advanced contractual concepts, techniques, and standards to assigned duties.
  • Develop and apply solutions to complex problems which require a high degree of ingenuity, contractual creativity, and innovation.
  • Continuously evaluate and oversee contract performance.
  • Create and maintain enduring relationships with internal and external customers to facilitate timely and transparent communications.
  • Ensure final contract documents are consistent with agreements reached at negotiations.

Contract Closeout

  • Ensure timely contract closure by initiating closeout activities as required by the terms and conditions.
  • Create contract closeout schedules and coordinate with functional areas to drive closure of administrative tasks as required by company policies and federal regulations.

Basic Qualifications

  • Experience in reviewing and drafting terms and conditions.
  • Experience with USG Contracts (FAR/DFARS) in all aspects of the contract life cycle including proposals, contract administration, and closeout.
  • First-hand negotiation experience.
  • Bachelor's degree from an accredited college in a related discipline, or 8 years related experience in absence of Bachelors Degree.

Desired Skills

  • Experience with Aero Proposal Tool Suite (APTS).
  • Experience in reviewing and drafting international terms and conditions (acceptance, intellectual property, warranty, liquidated damages & penalties, limitation of liability, etc.) which maximize return on sales.
  • Experience working with International partners
  • Ability to multi-task in a fast-paced team environment and work well under pressure.
  • Possess efective relationship-building skills with peers, leadership, and customers.
  • Strong business acument with the ability to clearly recognize risk elements in business transactions, providing governance to the program team in carrying out the terms of the contract.
  • Ability to make effective presentations to executive leadership.

Pay Information

Full-Time Salary Range: $72500.00 - $134600.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
