WHO YOU ARE

The Staff Proposal Analyst drives all pricing and estimating activities for proposals within the F-35 Training and Logistics Solutions (TLS) market segments. Working in a fast paced environment, the analyst leads the end to end cost development
process— from RFP review through award and contract negotiations—across a variety of contract types (FFP, CPFF, IWTA, TINA compliant DCS, etc.). The role partners closely with program managers, finance, legal, and audit teams to ensure accurate, compliant, and
competitive proposals. The Staff Proposal Analyst will be instrumental in delivering competitive, compliant, and profitable proposals that support F-35 TLS  business growth.

Key Responsibilities:
· Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to
development proposals in accordance with Request For Proposal (RFP) specs
· Establish and maintain tools/processes for
gathering, consolidating, and accumulating cost
data.
· Apply appropriate rates, factors, and risk adjusted assumptions; calculate cash flows, profit to
cost ratios, and return on sales metrics.
· Prepare and present cost and pricing
assumptions, pricing ground rules, and financial
summaries to senior leadership.
· Produce compliant cost volumes and
supporting documentation for DCAA, DCS, and
other audit agencies.
· Participate as a core member of the contract
negotiation team, providing pricing guidance and
supporting certification efforts.
· Conduct fact finding, support internal/external audits, and address audit findings.
· Identify and implement process improvements to increase productivity, accuracy, and accuracy, and efficiency within pricing and estimating functions.

Develops, plans & schedules proposals in accordance with estimating policy,Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations. Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy. Develops initiatives to increase profitability & cashflow. Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs. Coordinates the collection of cost, scheduling, & performance elements from functional departments. Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders. Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. Participates in should-cost & pricing reviews with mngmt & customer reps. Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies. Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions. 

Basic Qualifications

·Bachelor’s degree in Finance, Business,
Engineering, or related field; advanced degree
preferred.

· 5 or more years of experience in proposal
pricing/estimating, preferably in aerospace,
defense, or government contracting.

· Proven expertise with multiple contract types
(FFP, CPFF, IWTA, TINA compliant DCS, etc.).

· Proficiency with cost modeling tools,
spreadsheets, and integrated proposal software.

· Working knowledge of FAR, DCAA compliance, and cost accounting standards.

Pay Information

Full-Time Salary Range: $89100.00 - $165500.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
