What does this role look like? 

The Vice President of the Next Generation Interceptor (NGI) Program is seeking an experienced Executive Program Manager to lead the Mission Support Vehicle (MSV) Segment. 

The MSV Segment Program Director role provides enterprise-level program management and leadership for the MSV development effort, from post-Critical Design Review (CDR) through initial flight test and qualification. The selected candidate will lead a high-velocity, multi-disciplinary program segment with significant cost, schedule, technical, and supplier risk responsibility.

 

Key Responsibilities Include:

  • End-to-End Program Leadership: Own all cost, schedule, technical execution, risk management, customer engagement, resource management, and staffing for the MSV design, development, testing, and initial flight test activities.
  • Accelerated Development Execution: Lead a team of analysts, planners, and support staff to deliver a highly accelerated development and initial flight effort, aligning with NGI program milestones and departmental priorities.
  • Subcontractor & Supplier Management: Manage a large portfolio of key subcontractors responsible for prototype and initial flight hardware production. Accountable for supplier cost and schedule performance, including driving corrective actions and continuous improvement.
  • Integrated Product Team (IPT) Leadership: Lead four (4) unique Integrated Product Teams responsible for delivering over thirty (30) unique configuration items across the MSV system.
  • Design & Qualification Oversight: Ensure design is maintained post-Critical Design Review (CDR); support successful completion of the NGI system review; own design qualification activities and initial flight hardware build and test readiness.
  • Customer & Executive Engagement: Serve as primary program liaison for customer interactions and senior leadership reporting, including program status reviews, risk escalations, and strategic decision support.

 

This role will offer you the following daily challenges:

Directs all phases of programs from inception through completion. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications

  • 10 years of highly effective leadership experience with a proven ability to manage through complex environments
  • Project or Program management / leadership experience with demonstrated ability to meet cost, schedule, and technical objectives
  • Experience as a CAM or with earned value management principles
  • Prior Program Management, IRAD, or CRAD execution experience
  • Experience interfacing with company executives, customers and external agencies
  • Experience with risk and opportunity management
  • Experience with integrated planning or equivalent
  • You will need to be a US Citizen, and currently possess and be able to maintain a US TOP SECRET clearance, with ability to obtain SCI,to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

Desired Skills

  • Leadership experience with demonstrated customer, internal product center, and supplier partnerships; recent leadership in satellite development, missile and/or weapon system development, production and/or sustainment
  • Leadership experience within major functional organizations that provide a deep understanding of program/Functional interdependencies and synergies
  • Experience maintaining positive working relationships with government customers.  Proven ability to interface with company senior leadership and external customers at all levels.  Strong business acumen, including negotiation and conflict management 
  • Possess a thorough knowledge of financial/business analysis, government contracts/acquisition, technology and business planning
  • Experience with new business budget/execution; FAR/DFAR proposal development and negotiations
  • Demonstrated experience with earned value and program management tools and processes
  • Demonstrated capability in the areas of Integrated Master Schedule/Integrated Master Plan, Subcontract Management

 

Pay Information

Full-Time Salary Range: $195000.00 - $350000.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
