The F‑35 Mods and Upgrades On‑Ramp team seeks an experienced Level 5 Program Manager to lead the Structural Life Limit Parts (SLLP) portfolio – one of the largest and most visible portfolios within On‑Ramp, representing >50% of proposal volume. The incumbent will shape strategy, define the operating model, and provide end‑to‑end ownership of the portfolio from requirement capture through proposal, negotiation, award, and execution hand‑off. This role offers high‑visibility customer exposure and cross‑functional influence across engineering, finance, contracts, and supply chain.
Key Responsibilities
- Strategic Leadership – Own the strategy, planning, and proposal execution of the SLLP portfolio; define priorities, performance metrics, and cross‑functional operating rhythms.
- Portfolio Roadmap – Develop and maintain an integrated roadmap covering emerging requirements, Change Requests (CRs), Engineering Change Proposals (ECPs), negotiations, awards, and execution hand‑offs.
- Operating Model – Shape the portfolio’s operating model, establish clear priorities, and delegate work to ensure accountability for commitments.
- Integrated Planning – Create detailed proposal and ECP plans (schedules, milestones, assumptions, dependencies, resource needs, risk registers, and closure criteria).
- Team Leadership – Lead, coach, and develop a team of Program Managers
- Concurrency Integration – Serve as the primary On‑Ramp integration lead for concurrency‑related scope; partner with Configuration Management to align aircraft applicability, technical baselines, and effectivity.
- Cross‑Functional Coordination – Work closely with Supply Chain, Finance, Contracts, Material Estimating, Pricing, Engineering, Planning, and Execution teams to ensure proposals are realistic and executable post‑award.
- Risk & Issue Management – Identify portfolio risks, constraints, and competing priorities; develop mitigation, escalation, and recovery plans.
- Customer Engagement – Lead customer interactions and support negotiations on scope, schedule, cost, assumptions, and contractual positions; provide clear, data‑driven communications to customers, functional leaders, and senior leadership.
- Continuous Improvement – Create structure and forward momentum in an environment of evolving requirements; drive process improvements.
Basic Qualifications
- Bachelor’s degree or higher
- Experience in program/project management in aerospace/defense, leading a portfolio or a team of Program Managers.
- Familiarity with CR/ECP processes and the proposal development lifecycle.
- Experience integrating material, supplier, cost, schedule, and contractual data into coherent program plans.
- Experience leading through others, influencing senior stakeholders, and communicating complex technical information clearly and credibly.
Desired Skills
- Bachelor’s degree or higher in Engineering, Systems Management, Business, or related field
- Minimum 8 years of program/project management in aerospace/defense, with at least 3 years leading a portfolio or a team of Program Managers.
- Active Secret clearance
- Proven expertise with schedule and cost management tools (e.g., Primavera, SAP, Earned Value).
- Prior experience on F‑35 or other military‑aircraft programs.
- Direct experience supporting concurrency, structural modifications, or fleet‑readiness initiatives.
Pay Information
Full-Time Salary Range: $148300.00 - $275500.00

PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
