Standard Job Description

The Payload Launch Site Support Services (PLSSS)  program is responsible for maintaining, sustaining, and operating National Reconnaissance Office (NRO) Office of Space Launch (OSL) launch base and Enterprise capabilities to process payloads and ensure continued support of OSL capabilities at the NRO operating locations, primarily Vandenberg Space Force Base (VSFB) and Cape Canaveral Space Force Station (CCSFS). Capabilities supported by PLSSS include processing and support facilities, satellite transportation, propellant loading operations, lightning monitoring, and radio frequency detection.

This role is to serve as one of the Capability Owners for the PLSSS program, with a planned focus on Cape Support Facilities and the Enterprise Lightning Monitoring System.  Responsibilities include:

  • Ensuring effective cost, technical, and schedule management of assigned capabilities
  • Serving as the voice of the Capability to PLSSS Leadership and the Customer in daily interactions, Program Management Reviews, Monthly Baseline Reviews, Integrated Product Team meetings, etc.
  • Coordinating projects, tasking, and resource allocations to ensure OSL capabilities are maintained, sustained, and expanded when needed to meet customer requirements; this requires interfacing with engineering, operations, finance, PLSSS leadership team, customer, and other entities who support the customer.  
  • Establishing and tracking performance against a baseline for projects, mission operations, system sustainment, emergent resource allocations, etc. This includes monthly review of actuals, variances, and future ETC projections.
  • Deconflicting and prioritizing both planned and unplanned activities within the baseline
  • Managing capability risks and opportunities and developing an evolution & modernization plan for the capability
  • Interfacing with capability management team for activities deconfliction, capability management best practices, and process improvements across the Enterprise
  • Support, as required, as project engineer for specific projects/proposals/efforts

Basic Qualifications

  • Bachelor's degree from an accredited university in engineering or a related discipline or equivalent work experience 
  • Experience managing the integrated cost, technical performance, and schedule for multiple projects/activities simultaneously
  • Proven ability to establish tactical and strategic budgets/plans, track and report performance (plans vs actuals), and forecast estimated-to-complete (ETC) trends
  • Demonstrated skill leading multi-functional teams and developing effective customer relationships
  • Partnership with stakeholders and peers to identify and solve a performance problem
  • US citizenship and the ability to obtain a Top Secret security clearance w/ poly

Desired Skills

  • Experience working in an operations and maintenance environment
  • Experience with MS Excel formulas and data transformation and MS Project
  • Experience utilizing IBM Maximo or other Computerized Maintenance Management Systems
  • Experience working with data/analytics to quantify, validate, and report performance
  • Experience identifying, analyzing, and mitigating capability risks while capturing improvement opportunities
  • Experience with proposal management
  • Experience performing Earned Value Management (EVM)
  • Background in an engineering or technical discipline
  • Active Top Secret security clearance 

Pay Information

Full-Time Salary Range: $85300.00 - $158300.00
