At the Owego, NY location, we support the Sikorsky Line of Business (LoB) with a focus on the Maritime Systems Market Segment and the Maritime Sustainment Programs.
The Work
This Supply Chain Management role directly supports the capture effort of the Contract Renewal Proposal for the Seahawk Performance Based Logistics (PBL) Program. The Seahawk PBL Program is recognized for its excellent performance in supporting the MH-60R/S fleet and long standing relationship between LM-Sikorsky and the NAVSUP customer.
As a lead Subcontract Program Manager (SPM), you will be leading a team of Subcontract Program Managers and Subcontract Administrators during capture strategy, Requests For Proposals (RFPs), source selections, proposal evaluations, gate reviews for the LM proposal, negotiations and definitizing of subcontracts, and risk and opportunity management. You will be a member of the Capture Team for the Seahawk PBL Renewal contract, representing the Supply Chain Team. You will support submitting a compliant TINA proposal and required disclosures, negotiations, contract award, and execution that is heavily weighted on subcontracted scope on this Sustainment program. You will be a liaison between Capture Team, Program Office, and the Supply Chain team.
Key responsibilities include:
- Leading strategic subcontract management plans for program capture and execution.
- Serving as the primary interface between sourcing team, subcontractors, engineering, pricing, obsolescence management, compliance, and program management.
- Managing all phases of subcontracts, from make/buy decisions to RFPs, negotiations, and program execution.
- Ensuring that subcontract milestones are met by directing cross-functional Subcontract Management Teams (SMTs).
- Developing subcontract specifications, work statements, and handling prime contract flow-downs.
- Managing supplier Engineering Change Proposals (ECPs) and addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS) to mitigate obsolescence.
- Plan and manage the subcontractor relationships and communications.
- Support the Capture Team in: developing supplier requirements, performing initial risk assessments; and documenting the subcontract strategy approach and selection criteria.
- Resolve, lead, and control the subcontracted scope and requirements baseline.
- Negotiate price and SOW requirements with suppliers
- Lead the Supply Chain team to award suppliers and establish program kick off
- Support perform execution by leading the supply chain team to manage suppliers to their contractual & performance requirements
Who You Are
You’re an experienced team leader with a deep understanding of subcontract management, especially in the aerospace and defense sectors. You have a proven track record of managing complex projects or subcontracts from initiation through execution, ensuring on-time and on-budget delivery. You have a deep understanding of with the RMS Capture Process and experience with large complex proposals. You have an understanding of FAR and DFAR requirements as it relates Government Proposals and working with RMS procurement and estimating policies and procedures.
NOTE: Due to our ongoing focus on existing RMS talent and affordability within Sikorsky, only qualified RMS employees will be considered for this role and preference will be given to employees directly supporting the Sikorsky line of business.
Travel: Occasional travel may be required.
Basic Qualifications
- 8+ years of or progressive experience related to subcontract management
Desired Skills
- Experience with Earned Value Management Systems (EVMS)
- Previous experience working capture efforts E.g. Basis of Estimates (BOE), Statements of work, writing supplier agreements
- CAM certification
- Demonstrated knowledge of SAP
- Experience with FAR 15 and FAR 12 supplier proposals
- Sustainment Program experience
- Previous Lockheed MArtin Supply Chain experience
- Bachelors degree
Pay Information
Full-Time Salary Range: $129000.00 - $239600.00

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
