Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Leads multifunctional subcontract management teams. Holds procurement delegation and signs supplier agreements and purchase orders within established authority.Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types.Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.

Basic Qualifications

Bachelor's degree required 

Extensive background with subcontract management of cost, quality, schedule and technical program performance

Experience with Systems, Applications, and Processes (SAP), or a related resource planning system

Experience with training and developing early career team personnel, either formally or informally.

Problem solving experience to include root cause corrective action 

Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR)

Desired Skills

Experience with different contracting types, competitive and non-competitive procurements.

Experience with Program or Project Management

Interaction with senior management, suppliers and other external personnel on significant matters often requiring coordination between functional organizations

Microsoft Office Suite experience.

Able to achieve delivery to tight schedules in a dynamic work environment.

Ability to manage multiple suppliers to meet cost, schedule and technical performance requirements of highly complex subcontracts.

Experience with communicating to all levels of leadership

Experience with written and verbal communications.

Capable of identifying risks and issues, implementing effective mitigation strategies

Success in working in multi-functional organizations.

Pay Information

Full-Time Salary Range: $109700.00 - $203700.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
