Job Description

We are seeking a Technical Project Manager to serve as the technical owner for a portfolio of digital sustainment products within the Information Systems & Innovation (IS&I) organization. This role directs the technical development of the IETM Software (Integrated Electronic Technical Manual), Sustainment Digital Twin, Intelligent Assistant, and related Digital Transformation initiatives. The successful candidate will set technical direction across all phases of these efforts — identifying and scoping new capabilities, making architecture and design decisions, onboarding new customers and platforms into the environment, and partnering with the program manager on planning, execution, and monitoring.

 

Summary of Role

Serve as technical design authority for the product portfolio, making and defending architecture, data model, and toolchain decisions across web, mobile, cloud, and server components

Own the capability roadmap: identify the need for new features, applications, and services; scope them; and develop detailed Rough Order of Magnitude (ROM) estimates and basis of estimate for customers

Lead technical onboarding of new customers, platforms, and data sets into the existing environment, including business rules reconciliation, BREX development, and data conversion strategy

Serve as the organization's S1000D technical authority and lead the interface with the Aerospace Industries Association (AIA), including participation in S1000D working groups and representation of organizational positions on specification change proposals

Keep pace with enabling technologies and own technology insertion plans and capability roadmaps

Direct technical project management of software development efforts, including PI (Program Increment) Planning, Monthly Earned Value Status, staffing, milestone tracking, scrums, bi-weekly team meetings, and annual CEAC (Comprehensive Estimate at Completion) reviews

Lead software and design reviews, driving technical decisions to closure and tracking resulting action items

Produce and deliver technical presentations for Technical Interchange Meetings (TIMs)/guidance conferences, IPT meetings, program reviews, and summits

Serve as the technical point of contact to System Engineering and interfacing organizations (SSE, Eng, Diagnostics, Supportability sub-segments, etc.)

Own resolution of requirements issues, working with the business analyst to translate customer intent into implementable technical requirements

Direct the software development team's technical approach and monitor progress against the plan

Lead subcontractor technical discussions and hold subcontractors accountable to technical direction and quality expectations

Author and review project technical artifacts, including statements of work, effort estimates, and quality deliverables

Contribute to project budget planning and tracking

Own the product backlog and prioritization of team tasks leveraging the issue management system

Track, monitor, and report on project status (technical, schedule) throughout the software development lifecycle

Ensure compliance with all Lockheed Martin (LM) technical requirements

Align technical and business objectives with the product roadmap

Basic Qualifications

Bachelor's Degree in Engineering or Project Management related fields, or equivalent work experience as a technical project manager, or systems engineer.

5+ years of technical project management experience leading software development projects

Experience with IETMs, including authoring, delivery, and interactivity classes

Experience scoping new capabilities and developing detailed ROMs, effort estimates, and basis of estimate for customers

Experience in project leadership for small to medium complexity projects

Experience developing a project budget and spend plan

Conduct and capture requirement clarifications with stakeholders

MSOffice Proficiency (Excel, Word, PowerPoint, Project, Visio, Timeline)

Atlassian Suite Proficiency (JIRA, Bitbucket, Confluence)

Experience with Scrum and Agile development methodologies

Detail oriented with strong focus on accuracy, team oriented

Clear, concise writing skills

Excellent interpersonal, communication and relationship building skills

Ability to effectively work with internal & external customers

Ability to work independently and work with limited direction to accomplish project goals

Desired Skills

 

Demonstrated subject matter expertise in S1000D through the latest released issue, including migration between issues, business rules development, and the CSDB/authoring toolchain

In-depth working knowledge of the S1000D process schema and its application to interactive procedural content and IETM behavior

Subject matter expertise in aircraft maintenance and flight documentation as a whole, including the source data, sustainment workflows, and regulatory context behind published technical content

Experience serving as a technical decision-maker on architecture or design questions for software products

Prior participation in AIA, ASD, or ATA e-Business S1000D working groups or steering committees

Working experience with web and mobile software development life cycles

Familiarity with web design, mobile development, cloud & server architecture

Experience with XML, SGML scripting, and XSLT transformation

Experience with SVG, SVGZ, PNG graphic file formats

Experience with mobile devices, applications and/or technologies related to aircraft sustainment

Experience with legacy technical publication specifications and migration to S1000D

Ability to acquire US Government Security Clearance a plus

GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role. 

  • Full-time salary range (GEOZONE 1): $131100.00 - $243500.00 
    • Includes metropolitan areas such as Sunnyvale CA; Pal Alto, CA; New York City metropolitan area; Newark, New Jersey; etc.
  • Full-time salary range (GEOZONE 2): $118000.00 - $219100.00 
    • Includes metropolitan areas such as Denver, CO; King of Prussia, PA; Stratford, CT; Moorestown, NJ; etc.
  • Full-time salary range (GEOZONE 3): $104900.00 - $194700.00
    • Includes metropolitan areas such as Dallas–Fort Worth, TX; Orlando, FL; Grand Prairie, TX; Marietta, GA; etc.
  • Full-time salary range (GEOZONE 4): $94400.00 - $175200.00
    • Includes metropolitan areas such as Camden, AR; Lexington, KY; Lufkin, TX; etc.
