Job Description
We are seeking a Software Engineering Associate Manager to join the Information Systems & Innovation (IS&I) organization. The role supports development of IETM-X Software (Integrated Electronic Technical Manual), Integrated Weapons System Maintenance (IWSM), IETM-X 3D Illustrated Parts Breakdown (IPB), Intelligent Assistant, DevSecOps, customer‑driven projects, and various Digital‑transformation initiatives. The successful candidate will work closely with program managers and cross‑functional teams, providing technical leadership, software and system architecture guidance, and mentorship while ensuring compliance with security, quality, and schedule requirements.
Summary or Role
- Directly supervise a high-impact agile team, consisting of software engineers, business analysts, and quality assurance engineers; manage work assignments, performance, training, compensation, salary, and recognition/disciplinary actions.
- Lead the management of software engineering contractor engagements, overseeing recruitment, staffing allocation, and performance accountability.
- Drive proposal initiatives from capture through submission, using GenBOE to develop proposals, respond to Requests for Information (RFIs), and deliver complete packages that support new‑business capture opportunities for IETM‑X, Intelligent Assistant, and other IS&I product offerings.
- Mentor engineers to evolve into hybrid technical‑leads, project‑managers, and cybersecurity roles.
- Provide technical project management and architectural oversight for sustainment software on AERO and RMS Sikorsky-related naval platforms.
- Serve as technical lead for customer-focused programs guiding software architecture and program requirements.
- Capture, refine, and translate requirements from USAF, NAVAIR, NAVSEA, and international customers; deliver technical briefings to senior military and Lockheed Martin leadership.
- Research and synthesize customer requirements to deliver a unified, holistic software product experience for IETM‑X, Intelligent Assistant, and other IS&I product offerings.
- Manage Earned Value Management (EVM) and Cost Account Management (CAM) responsibilities, including budget planning, schedule tracking, and subcontractor coordination; produce executive status reports.
- Lead DevSecOps initiatives across all programs, guaranteeing compliance with Lockheed Martin and DoD cybersecurity standards including STIGs, Info-Assurance requirements, and SBOM generation.
- Lead s/w contract strategy, including negotiation, execution, and management of software license agreements to align contractual outcomes with program objectives and compliance requirements.
Basic Qualifications
- Bachelor’s degree in Computer Science, Computer Engineering, or a related engineering discipline (or equivalent experience).
- 5+ years of software development leadership and system architecture in defense/aerospace.
- Ability to collaborate effectively with cross‑functional team members.
- Knowledge of the full stack development lifecycle and modern DevSecOps practices (Docker, Kubernetes, GitLab/Jenkins CI/CD).
- Expertise with Agile/Scrum (PI planning, sprint reviews).
- Experience managing EVM (Earned Value Management) and CAM (Control Account Management) responsibilities, including budget tracking and reporting.
- Ability to conduct and capture requirement clarifications with stakeholders.
- Experience in medium to high‑complexity project leadership and developing project budgets/plans.
Desired Skills
- In‑depth experience architecting web applications across the full development lifecycle, using a variety of programming languages and frameworks (C#, .NET, Angular, HTML5, CSS, JavaScript).
- In‑depth experience with multiple authentication mechanisms (LDAP, OIDC, OAuth 2, SAML, JWT).
- Strong knowledge of web, desktop, cloud, and server architecture.
- Strong expertise in proposal authoring, RFI responses, and proposal submissions.
- Experience establishing, negotiating, and managing contracts and software‑license agreements within defense or aerospace projects.
- Hands‑on AI/ML integration experience (e.g., AI‑powered chatbots, AI coding assistance).
- Experience working in secret‑classified environments and ensuring DoD cybersecurity compliance (STIGs, IA, SBOM).
- Expert proficiency with cloud platforms (AWS GovCloud) and container‑orchestration tools (Kubernetes, PCF, RKE2, K3s).
- In‑depth knowledge of IETM‑type software and XML/SGML scripting, as well as graphics formats (SVG, PNG).
Pay Information
GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role.
- Full-time salary range (GEOZONE 1): $150800.00 - $280000.00

- Full-time salary range (GEOZONE 2): $135700.00 - $251900.00

- Full-time salary range (GEOZONE 3): $120600.00 - $224000.00
